Ilsa Cá e Sá

Ilsa Cá e Sá is an International Relations graduate, with a master’s degree in International Cooperation and Development Studies from the Technical University of Lisbon. She has over five years of experience in programme management of development projects in Guinea-Bissau in areas of food security, youth and civic leadership, economic and social development, biodiversity, elections, and women empowerment.
Since 2017, Ilsa has been a Political Specialist at the Embassy of the United States of America, Liaison Office in Bissau. She supports ambassadorial visits and provides technical analyses to the Political, Economic sections, as well as the Office of Security Cooperation.
Ilsa is a member of the National Food Security Network (RESSAN-GB) and a co-founder of Amílcar Cabral Social Studies Center (CESAC). She has published articles about the economic rights of women in Guinea-Bissau, and the creative economy with an emphasis on women's entrepreneurship.
