Josep Borrell

Josep Borrell Fontelles is a Spanish politician who served as the European Union's High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission from 2019-2024.

A member of the Spanish Socialist Workers' Party (PSOE), he previously served as Spain’s Minister of Foreign Affairs, European Union and Cooperation (2018-2019) and President of the European Parliament (2004-2007).

Earlier in his career, he held various ministerial roles in Spain, including Minister of Public Works and Transport (1991-1996) and Secretary of State for Finance (1984-1991).

A trained aeronautical engineer and economist, Borrell was also a professor at the Complutense University of Madrid. He has received several honours, including the French Légion d’honneur.
